WHEREAS: The Indian Student Association (ISA) is organizing, Diwali Night, an event that promotes awareness of Indian culture and institutional diversity.
WHEREAS: This event will provide an opportunity for graduate students to experience new cultural perspectives and enrichment.
Be it enacted by the graduate students of Oklahoma State University that:
Section 1:
The Graduate and Professional Student Government Association hereby grant $750 in Co-Sponsorship funds to the Indian Student Association (ISA) for Diwali Night.
Section 2:
This bill shall go into immediate effect upon its passage and approval.
Addendum: Budget Considerations
Our estimate is $13,440.00 which covers cost of advertising, rentals, tech fees, and costumes for the event.
Be it enacted by the graduate students of Oklahoma State University that:
Section 1:
The purpose of this organization is to promote health and wellness, to provide fellowship among students and faculty, to provide a forum for the presentation of innovative ideas to benefit the university community, and to promote future research among the graduate students in Exercise Science, Health Promotion, and Athletic Training.
Section 2:
Higher Health shall have all the rights and privileges given toward registered graduate student organizations.
Section 3:
This bill shall go into effect immediately upon its passage and approval.
WHEREAS: November 15th is the LDCC’s 9th annual Salsa Ball, and the LDCC is actively seeking funds from multiple campus and community organizations, and
WHEREAS: This event will provide a memorable night of live music and dancing for graduate students, faculty, staff, the general student body, and other members of the public as they actively engage in the ball and benefit from this memorable, cross-cultural experience.

The Graduate and Professional Student Government Association will hereby grant $800 in Co-Sponsorship funds to the Latin Dance & Cultural Club (LDCC) for Salsa Ball 2008.

Addendum: Budget Considerations
Our total estimate of $7,500.00 will cover costs of hiring a live band, advertising, decorations, and refreshments for the event.
WHEREAS: The Cultural Italian American Organization (CIAO) at Oklahoma State University (OSU) is organizing various events such as Italian book reading, cooking lessons, Italian film screening etc. to promote the awareness of Italian culture, language and cuisine.
WHEREAS: Theses events will provide an opportunity for graduate students, as well as the for OSU community, to become aware of the Italian culture and promote institutional diversity.

The Graduate and Professional Student Government Association hereby grant $300 in Co-Sponsorship funds to the Cultural Italian American Organization (CIAO) for organizing their events.

Addendum: Budget Considerations
WHEREAS: The Students Association for Global Affairs (SAGA) at Oklahoma State University (OSU) is organizing its 1st annual OSU International Carnival to provide support for Study Abroad at OSU in March 2009.
WHEREAS: The event will include entertainment presenting the cultural diversity of organizations and students at OSU through dinner, performances and a disguise party.
WHEREAS: The proceeds of the event will benefit the Study Abroad office by providing funding to OSU students participating in study abroad experiences.

Section 1:
The Graduate and Professional Student Government Association hereby grants $600 in Co-Sponsorship funds to Students Association for Global Affairs (SAGA) for their carnival.

Addendum: Letter of Sponsorship and Budget
WHEREAS: The current wording of Representative responsibilities according to the By-Laws states:
Article I: Membership
Section I: Composition
Clause E Attendance at all regularly scheduled GPSGA meetings is expected of all representatives.
Clause F Active contribution to committee work is required of all representatives as outlined in Article III, Section 1 of the By-Laws.
Clause G Each academic unit awarding a graduate or professional degree and/or graduate groups must have representation to GPSGA and must not miss more than two regularly scheduled GPSGA meetings during the previous semester if they wish to apply for Activity Fee Allocation Process (AFAP) Funds which includes group funds and travel awards.
WHEREAS: Clarification of Representative responsibilities is necessary.
Be it enacted by the graduate students of Oklahoma State University that:
Section 1:
The Graduate and Professional Student Government Association hereby revise the official By-Laws to provide a more accurate statement of Representative responsibilities.
Section 2:
Article I, Section I, Clause E shall be removed
Section 3:
Article I, Section I, Clause E shall be replaced with:
Active contribution to committee work is required of both representatives as outlined in Article III, Section 1, Clause A of the By-Laws. Failure to meet this requirement will result in ineligibility for graduate student group funding (GSGF) and travel funds for the following semester.
Section 4:
Article I, Section I, Clause F shall be revised to read:
Each academic unit awarding a graduate or professional degree and/or graduate groups without representation at two regularly scheduled general assembly meetings will become ineligible for graduate student group funding (GSGF) and travel funds for the following semester.
Section 5:
The bill shall take effect immediately upon passage.
Section 6:
Attendance and contribution to a committee shall be assessed beginning the first regularly scheduled General Assembly meeting following passage.
WHEREAS: The Natural Resource Ecology and Management (NREM) graduate student organization at Oklahoma State University (OSU) is organizing bringing in its Spring guest speaker
WHEREAS: The event will include presentation by a recognized speaker in the field of NREM.
WHEREAS: The event is held by the graduate student organization to provide graduate students with the opportunity to hear the speaker

The Graduate and Professional Student Government Association hereby grants $52 in Co-Sponsorship funds to the Natural Resource Ecology and Management (NREM) graduate student organization to support their speaker.

WHEREAS: Oklahoma State University is a tobacco free campus
WHEREAS: Questions have arisen regarding fining those that do not abide by the tobacco free regulations on campus

The Graduate and Professional Student Government Association hereby supports the use of a fine.
The recommendation of this body will be passed on to all relevant parties immediately upon passage.
Bills and resolutions for the year 2009 - 2010
Be it enacted by the graduate students of Oklahoma State University that:
Section 1:
The purpose of this organization shall be to a) enhance and promote social and professional development for BGSA members, b) improve the quality of University life for BGSA members, c) to serve as a networking organization for students and alumni, d) create a sense of community, for persons of the African Diaspora, within Oklahoma State University (the University) and surrounding areas, e) represent the interests of the African-American graduate student body with respect to the institute, and f) assist the University in the recruiting of qualified students of African heritage to the University’s graduate and professional programs.
Section 2:
Black Graduate Student Association shall have all the rights and privileges given toward registered graduate student organizations.
Section 3:
This bill shall go into effect immediately upon its passage and approval.

Section 1: Graduate Professionals in Student Affairs shall have all the rights and privileges given toward registered graduate student organizations.
Section 2: This bill shall go into effect immediately upon its passage and approval.
WHEREAS: The Natural Resource Ecology and Management (NREM) Graduate Student Organization will invite a nationally-recognized speaker to OSU in April, 2010 to give a public presentation.
WHEREAS: The topic of the public presentation will be environmental stewardship and sustainability.
WHEREAS: The public presentation will be open to all OSU students and the general public.

The Graduate and Professional Student Government Association hereby grants $400 in co-sponsorship funds to the Natural Resource Ecology and Management GSO for an invited speaker to be brought to OSU in April, 2010. A total budget of $2,150 includes the costs for transportation, lodging, meals, advertising and honorarium for the invited speaker.

The Graduate and Professional Student Government Association hereby grant $1000.00 in co-sponsorship funds to the Latin Dancing & Cultural Club (LDCC) for Salsa Ball. Our estimate for the total cost of this event is $7200.00, which covers cost of advertising, band fees and their hotel accommodations, decorations, and security for the event.

WHEREAS: The Department of Microbiology and Molecular Genetics (MMG) Graduate Student Association will invite a nationally-recognized speaker to OSU on November 16, 2009 to give a public presentation.
WHEREAS: The topic of the public presentation will be developing a novel approach to relate rickettsial genetic functions to host cell pathogenesis.
WHEREAS: The public presentation will be open to all OSU students and the general public.

WHEREAS: The public presentation will be open to all OSU students and the general public.
Be it enacted by the graduate students of Oklahoma State University that:
Section 1:
The Graduate and Professional Student Government Association hereby grants 350 in co-sponsorship funds to the School of Psychology Graduate Student Association for an invited speaker to be brought to OSU in November 2009. A total budget of 350 includes the costs for transportation, lodging, meals, advertising and honorarium for the invited speaker.

Attach is the process for submitting Bills for voting consideration to GPSGA.
WHEREAS: From 2004 - 2009 the graduate student enrollment has increased by 9.65% while the undergraduate student enrollment has decreased by 5.60%
WHEREAS: From 2004 - 2009 the graduate student credit hours have increased by 24.69% while the undergraduate student credit hours have decreased by 7.49%
WHEREAS: The graduate students pay 11.15% of the student activities fee
WHEREAS: The request for GPSGA travel grant have increased considerably in the last five years
WHEREAS: The number of student organizations under GPSGA has also increased in the last five years
WHEREAS: The existing fixed allocation of 5% (of the total student activities fees) to GPSGA does not take into account the total number of graduate students on campus, but instead considers the total students (graduate and undergraduate) on campus
THEREFORE BE IT RECOMMENDED BY THE GRADUATE STUDENTS OF OKLAHOMA STATE UNIVERSITY BY THE GRADUATE AND PROFESSIONAL STUDENT GOVERNMENT ASSOCIATION THAT:
Section 1: GPSGA receive an allocation of 7.5% from student activities fees
Section 2: Upon its passage and approval this recommendation will be forwarded to Dr. Lee Bird (Vice President for Student Affair), Kent Sampson (Director of Campus Life), Clint Merrit (President, SGA), Race Clark (Senate Chair, SGA), Bill Good (Budget Chair, SGA)
